Es donde se plantean las estrategias de gobierno y sirve para dar seguimiento, también para medir las acciones de ese plan

Comúnmente se relaciona con arte, doctrina y opinión sobre los asuntos que le interesan al gobierno y al Estado. Son las relaciones de poder entre gobierno y sociedad o la actividad de los que rigen los asuntos públicos. Otros lo definen como la relación de los ciudadanos con los asuntos públicos.
